Yeah, I've 'known' Paul for many years and really surprised/disappointed with this as he knows better; check out his Unity/Synergy horn concept work to see what he's capable of.
Right, I was 'half past dead' myself when I posted and should have noted that the diaphragm was probably for a prosound app and in probably worse shape than the woofer. Still, its broadband dip has me thoroughly baffled unless maybe the diaphragm is partially separated from the surround, which was/is a common problem, but never actually measured one to see how it affects performance.

I measured mine last night...with my ears.
After attending the Kansas concert Sunday night, I dug through my unalphabetized albums and found my old copy of Leftoverture and dropped it on the platter. Holy cow did it sound great. Might have been the bucket subs, or the vinyl, but my kids and neighbors got the full treatment while I was manning the BBQ.

I have lived with A7's for most of my adult life. The bump at 200hz is real, and it sounds bad. I measured it long ago, and heard it before I ever measured it. I just use a 12 band EQ to knock it down. And bump up below about 40hz. Surprisingly, the speaker sounds HI FI after doing only that.
Clearly the driver/horn combo in that article is busted. The VC is probably burned and rubbing in the gap.

Zilch was more conventional, and measured the 511 with a working driver, in his case a B&C DE250:
